7 Best Holding Company Formation Services in 2026

By Andrew Pierce, CEO of Wyoming LLC Attorney · Updated October 2026

Disclosure: Wyoming LLC Attorney publishes this comparison. Prices were checked on each company's website in October 2026 and are subject to change. Wyoming LLC Attorney is not a law firm, does not give legal advice, and is not affiliated with any government or state agency.

Quick answer. Wyoming LLC Attorney, which publishes this comparison, is our best overall pick for holding companies. Its International+ package ($399 plus state fees, paid once) covers a private Wyoming parent and its first subsidiary. Its advisors guide owners moving existing LLCs under the parent. Each company's $14.99/month plan covers its registered agent, annual report filing, and business address.

Holding company formation services compared at a glance

Here is how the seven services compare for an owner setting up a parent company with subsidiaries. In the tables, per entity means per company: the parent and each subsidiary are separate entities.

Prices and features were checked on each company's own website on October 13, 2026. Registered agent figures are yearly prices after any first-year offer, except LegalZoom's, which is its first-time-customer price; the cost section lists those offers. State fees are extra. For Wyoming LLC Attorney, attorney access means booking a consultation with independent attorneys at their own law firms, each setting their own fee. Wyoming LLC Attorney is not a law firm and does not give legal advice.

How Wyoming LLC Attorney compared these holding company formation services

A holding company is more than one filing: a parent company owns one or more subsidiaries, and each is its own LLC. Wyoming LLC Attorney publishes this comparison and ranks its own service first, so each criterion points to a published price or feature. We means Wyoming LLC Attorney.

    • Restructuring existing LLCs. We checked whether each service offers help or documents for moving existing LLCs under a parent.
    • Parent and subsidiary setup. We checked whether one package covers a parent and a subsidiary.
    • Operating agreements. We checked whether an operating agreement is included and how it is prepared.
    • Yearly cost per entity. Wyoming requires a registered agent for every business entity filed there, and annual reports are due every year. We checked what each service charges for both.
    • Privacy. Wyoming's Articles of Organization do not ask for member or manager names. We checked what each service says about anonymous formation.
    • Tax ID. We checked whether an EIN, a federal tax ID, is included or priced separately.
    • Legal help. Wyoming LLC Attorney is not a law firm and does not give legal advice; Northwest and Bizee say the same about themselves, and Corporate Direct says it is not a law firm. We checked whether each service gives owners a route to a licensed attorney.

This comparison includes national and Wyoming-focused services that form LLCs for owners building a parent and subsidiary structure. Wyoming LLC Attorney chose the seven services reviewed here; it is not every service on the market. After our own service, the other six are listed in no particular order, and the numbers are not a ranking of them.

    1. Wyoming LLC Attorney: Best Overall for Holding Companies

Wyoming LLC Attorney is a Sheridan, Wyoming formation and compliance company built for owners who want several LLCs under one private Wyoming parent.

Starting priceHolding company setupAttorney accessRegistered agent and annual report, per entity per year
$99 + state fee, paid onceInternational+ ($399 + state fee) covers the parent and its first subsidiary, ordered after the parent is formedIndependent licensed business attorneys you can book; each sets their own fee$179.88 (12 × $14.99), business address included

    What it does well

International+ ($399 plus state fees, paid once) covers the parent and its first subsidiary; the subsidiary is ordered after the parent is formed. Every package includes an operating agreement and anonymous, private filing, with Wyoming LLC Attorney signing as organizer. Each company's upkeep is $14.99 a month, or $179.88 a year, for its registered agent, annual report filing, and a business address. Its website guarantees that your filing is submitted within 24 business hours or your payment is refunded. Its advisors guide owners moving existing LLCs under the parent. Wyoming LLC Attorney does not give legal advice, act as your law firm, or design a legal structure for you.

    Pros

    • Advisors guide the restructure: "I wanted to structure my LLC's to be managed by my holding company, and Sarah Curren was extremely helpful." (Rosalio Altamirano, Trustpilot, November 14, 2024)
    • Clear guidance on ownership: "I especially liked how clearly the ownership structure and company setup were explained, which helped me set up my holding and operating entities correctly." (Ajay Kumar, Trustpilot, March 23, 2026)

These are customers' words. Wyoming LLC Attorney is not a law firm and does not give legal advice.

    • Private by default: Wyoming LLC Attorney files as organizer, so owner names stay off the formation documents of every Wyoming LLC it files.
    • Trustpilot: rated 4.4 from more than 900 reviews (checked October 13, 2026)

Good to know before you order

    • Each company has its own plan. A parent with two subsidiaries is three plans at $179.88 a year each, or $539.64 a year.
    • The subsidiary is a second step. International+ includes one subsidiary or one foreign registration, not both, and the subsidiary is ordered after the parent is formed.
    • Virtual Office+ adds one subsidiary. A company on Virtual Office+ ($49.99 a month) can form one subsidiary for the state fee alone; each company keeps its own plan.
    • Moving an existing LLC is a separate order. The Assignment of Interest package includes an operating agreement, an assignment of interest agreement, and a subsidiary consent to change a member.
    • Attorneys are independent. Consultations are booked with independent licensed business attorneys who work at their own firms (not affiliated with Wyoming LLC Attorney) and each set their own fee. Wyoming LLC Attorney is not a law firm and does not give legal advice.

    2. Northwest Registered Agent

Northwest Registered Agent is a Spokane, Washington registered agent and formation service that forms each LLC separately and has an office in every state.

Starting priceHolding company setupAttorney accessRegistered agent and annual report, per entity per year
$39 + state feesEach LLC formed separately; free bill-of-sale templateLaw on Call add-on, Utah and Arizona only$225 ($125 agent + $100 report filing)

Northwest says it is not a law firm and does not provide legal advice, as does Wyoming LLC Attorney.

    What it does well

Northwest forms an LLC for $39 plus state fees, and its Wyoming LLC page says that price includes "a year of registered agent service". After the first year the registered agent is $125 a year, or $100 a year per state for five or more states. With formation, Northwest says "we create the LLC operating agreement for you".

    Pros

    • Creates the operating agreement as part of formation, along with the initial LLC resolutions.
    • "Northwest lets you use their address on your LLC filing instead of your home address." (LLC University review, updated October 6, 2026)

    Cons

    • No transfer or restructuring service was found. Northwest's legal-forms page offers "a free template for an LLC membership interest bill of sale", and its holding company guide says "Setting up an LLC Holding Company is pretty much the same as starting any other LLC."
    • Its attorney add-on covers two states: "Our Law on Call service is now available in Utah and Arizona."
    • The registered agent ($125 a year) and annual report filing ($100 plus state fees) are separate services, priced for every company, every year.
    • Its Trustpilot rating is 4.1 from 307 reviews (checked October 13, 2026). Recent 1-star reviews cite slow email replies: "Customer service email has not responded since june." (1-star review, August 31, 2026)

Northwest and Bizee include the first year of registered agent service with formation, ZenBusiness advertises a promotional $99 first year and includes an optional free first year of its compliance subscription on Starter, and LegalZoom's $249 is its price for first-time registered agent customers. Not confirmed means the October 13, 2026 check did not establish the answer.

At $179.88 a year per company, Wyoming LLC Attorney has the lowest published yearly price for registered agent, annual report filing, and business address together among the services here that publish both a registered agent price and an annual report filing price: Wyoming LLC Attorney, Northwest, ZenBusiness, LegalZoom, Bizee, and Rocket Lawyer. This compares those six services only; lower-priced registered agent services exist, and LegalZoom's figure uses its first-time-customer price. Corporate Direct is outside that comparison because no separate annual report filing price was found on its pages; its registered agent alone starts at $145 a year, and its packages list "Compliance and Regulatory Filings" as included.

How to choose the right holding company formation service

Wyoming LLC Attorney is our pick for most owners building a holding company, for the reasons in the table. Two needs point elsewhere: a registered agent in many states, where Northwest is the closer fit, or Wyoming LLC Attorney's sister brand, LLC Attorney, which provides registered agent service in all 50 states; and an ongoing legal-documents membership, where Rocket Lawyer is the closer fit.

If this matters most to youBest fitWhy

Being able to book an independent licensed business attorney while you form the structure, and a published yearly upkeep priceWyoming LLC AttorneyIndependent licensed business attorneys you can book at their own firms and fees, and $179.88 a year per company for agent, annual report filing, and address

An ongoing legal-documents membership, separate from forming a businessRocket LawyerDocuments, e-signatures, and Ask an Attorney questions on every membership plan

Wyoming LLC Attorney ranks first in this comparison for three reasons. International+ covers the parent and its first subsidiary. Every Wyoming LLC is filed with Wyoming LLC Attorney as organizer. Each company's registered agent, annual report filing, and business address cost $179.88 a year. If your subsidiaries operate in many states, Northwest has an office in every state; Wyoming LLC Attorney's sister brand, LLC Attorney, also forms companies in all 50 states. Rocket Lawyer is the fit if a legal-documents membership matters more to you than the holding company setup.

What holding company formation services can't do

A formation service sets up the companies and handles their recurring filings, but some parts of a holding company structure are outside what a formation package covers.

    • Formation services are not a substitute for a CPA. How the parent and its subsidiaries are taxed is a question for a CPA. Some services here include a tax consultation through a partner.
    • Wyoming LLC Attorney does not move assets for you. Moving a deed, title, or account into an LLC is done by the owner with the county, lender, or institution that holds it.
    • A holding company covers only what its LLCs own. Assets that were never transferred into an LLC are outside the structure.

Whether and how to move a given asset, and what that means for liability, taxes, financing, or insurance, are questions for your own attorney and CPA. Wyoming LLC Attorney is not a law firm and does not give legal advice.

    Frequently asked questions

How long does it take to set up a holding company?

Wyoming LLC Attorney's website guarantees that your filing is submitted within 24 business hours or your payment is refunded. The Wyoming Secretary of State's guide says a company filed online is "active as soon as the online filing process is completed". The first subsidiary is ordered after the parent is formed. Moving existing LLCs under the parent takes longer: each one is ordered separately, with its own set of transfer documents.

What happens to existing contracts and debt when LLCs move under a parent?

In general, an LLC keeps its own contracts, accounts, and debts when its owner changes, but each agreement's terms control, and some loans and leases require the lender's or landlord's consent before ownership changes. Ask your own attorney to review your agreements before you sign an assignment of interest agreement; Wyoming LLC Attorney is not a law firm and does not give legal advice.

    Should my CPA be involved?

It is worth involving one. How the parent and each subsidiary are taxed is a question for your own CPA, and Wyoming LLC Attorney does not give tax advice. Bizee's parent-LLC guide makes the same point: "A tax professional can help you figure out whether the structure makes sense for your situation". Wyoming LLC Attorney's Professional package includes a change of tax election.

Does each LLC need its own registered agent?

Yes, for every LLC filed in Wyoming. The Wyoming Secretary of State says "All business entities filed in Wyoming need a registered agent to accept service of process." The Articles of Organization form adds "The registered agent must have a physical address in Wyoming." With Wyoming LLC Attorney, each company's $14.99/month plan covers its registered agent, annual report filing, and business address.

    Can the owners stay private?

Their names can stay off the Wyoming formation filing. Wyoming's Articles of Organization do not ask for the names of members or managers, and the form is signed by an organizer. Wyoming LLC Attorney files every Wyoming LLC with itself as organizer, so the owner's name does not appear on the formation documents. The Secretary of State's guide notes that information on a filing "will be public upon filing". That does not keep your name from banks, the IRS, or a court that requires it.

What does a holding company cost in total?

With Wyoming LLC Attorney, the International+ package is $399 plus state fees, paid once, and covers the parent and its first subsidiary. Each company's plan is $14.99 a month, or $179.88 a year, for registered agent, annual report filing, and business address. Wyoming charges $100 to file LLC Articles of Organization, and its annual report license tax is $60 or more, based on the company's assets in Wyoming.
